Why is the project needed?
The northern Lefevre Peninsula is one of the key economic growth areas in South Australia supporting key industries including the defence expansion Osborne.
It is expected that vehicles using the Victoria Road and Pelican Point Road junction will at least triple in volume by 2030.
With increasing traffic demand, the current road network will not cater for future road use.
To accommodate this growth, this road network is being upgraded to ensure it continues to operate safely and efficiently.
What was the outcome from the initial community consultation process?
In February 2023 we released a concept plan showing the proposed upgrade through Biodiversity Park. We sought input from the community to help us to better understand what is important to the community.
The sentiment strongly opposed the design, particularly due to potential impacts to flora and fauna, including the Coast Bitter-bush and bitterbush blue (butterfly).
Taking that feedback into consideration, we have revised the alignment design of the junction of Victoria Road and Pelican Point Road, which now has minimal impacts on Biodiversity Park.

Does the revised design have any impacts?
Whilst this new design has minimal impacts on Biodiversity Park, it will require the removal of the Kardi Yarta Playground.
We understand and appreciate the importance of Kardi Yarta and are committed to maintaining the history of Kardi Yarta “emu country” and cultural expression in the area.
We are working together with key stakeholders on next steps in determining possible Aboriginal Urban design opportunities.
Kardi Yarta Playground will remain open until October 2025.
What are the key features of the revised design?
There are many benefits to each of the junctions of this project, which you can read below or view the revised concept online:
Victoria Road and Pelican Point Road junction:
- new signalised junction, improving safety and network efficiency
- new Shared Use Paths on Pelican Point Road and Victoria Road creating better connections to existing pathways
- new landscaping and urban realm opportunities
- new stormwater infrastructure
- upgraded bus stops
new and upgraded LED lighting, pavement construction, resurfacing and line marking.
Victoria Road and Veitch Road junction:
- new signalised junction including a new pedestrian crossing
- new pedestrian footpath and Shared Use Path on Victoria Road
- new left turn slip lane on Victoria Road onto Veitch Road
- new bike lanes, improving safety
- two dedicated left turn lanes on Veitch Road onto Victoria Road
- two signalised right turn lanes on Victoria Road onto Veitch Road
upgraded bus stop - new and upgraded LED lighting, pavement construction, resurfacing and line marking.
Will vegetation removal be required?
Careful consideration has been given to limit the removal of vegetation as much as possible. Every effort has been made to minimise impacts, and we will continue to look for opportunities to further mitigate impacts as we move through detailed design.

Will new landscaping be a part of the project?
Yes landscaping and new urban design will be a feature of the project. We will have landscape plans, including planting palettes available to share with the community later in 2025.
How is the project funded?
These upgrades form part of a $100 million commitment to infrastructure improvements on the Lefevre Peninsula. Jointly funded by the South Australian and Australian governments (50:50) it will support the creation of approximately 200 jobs per year for the life of the project.
What is the project timing?
Early works will commence in the second half 2025 including service relocations, earthworks and establishing a site compound. Major construction is anticipated to commence in late 2025, with project completion in early 2027, weather permitting.

Other works across the northern peninsula
Australian Naval Infrastructure
In collaboration with the Australian Submarine Agency (ASA), the organisation responsible for overseeing Australia's nuclear-powered submarine program, Australian Naval Infrastructure (ANI) is progressing planning and early development phases for a Nuclear-Powered Submarine Construction Yard (NPSCY) at Osborne.
Early development activities include the construction of a Skills and Training Academy Campus and new grade separated road that will connect Pelican Point Road to the existing Osborne Naval Shipyard and the future NPSCY.
We are actively collaborating with ANI to ensure that both upgrades seamlessly work together and effectively minimise congestion from additional traffic movements in the future.

AUKUS Masterplan
The State Government’s Office for AUKUS is leading the development of a masterplan for the Lefevre Peninsula to support planning and investment required to deliver the new submarine construction enterprise, and to ensure a coordinated approach to the future development of the region.
