Metropolitan levy change to $2

From 1 July 2025, the point-to-point transport service transaction levy will increase from $1 to $2. This is the first increase since the levy was introduced in 2017.

This change has been put in place through an amendment to the Passenger Transport Regulations 2024.

At this stage, there are no changes to the current levy collection arrangements or where the levy applies.

This change is being implemented as an outcome of the Passenger Transport Act Review.

Updated taxi fare schedule stickers are being printed and will be issued to the taxi Centralised Booking Services for distribution in preparation for 1 July 2025.

Heavy penalties apply to anyone who is evading or attempting to evade payment of the levy including maximum penalty of $35,000 or imprisonment for two years.

Access Taxis – driver preferencing

From Monday, 19 May 2025 preferential bookings for Access Taxis are no longer accepted during dedicated hours (between 7:30am and 6:30pm Monday to Saturday and 9:00am and 5:00pm on Sundays) creating a more reliable and consistent service for all passengers.

The new rule means that passengers can no longer request specific drivers during these times.

The ban on preferential treatment during dedicated hours unlocks a large portion of work that until now has been taken or reserved by a small minority of drivers.

Booking specific drivers is already banned in South Australia on Christmas Day when demand for services is at its highest. During this busy period, access jobs are better shared across a large pool of drivers, helping reduce customer waiting times.

Where there is a genuine medical or behavioural condition which requires a specific driver, the passenger will be able to send in a written request to the Department’s Access Taxi transport team via email: DIT.SATSSAdministration@sa.gov.au.

To help ensure that accessible transport services are of an acceptable standard, the State Government is undertaking a market sounding process for an entirely new service model to help deliver accessible transport across South Australia.

Accessible Transport Service Procurement

In August 2024, the Department released the Passenger Transport Act Review report which outlines the outcomes of the review and recommended reforms to improve the point-to-point transport industry.

The Review recommended that the Department approach the market to determine solutions and potential alternative approaches for the delivery of accessible transport services.

The Department is undertaking a multi-stage tender process for the provision of accessible transport services in metropolitan Adelaide.

To encourage innovative solutions, the procurement reflects an outcome-based approach that will require suppliers to submit offers that will enable the contract to deliver accessible transport across metropolitan Adelaide.

The procurement is being undertaken in three stages:

  • Stage 1: open Registration of Interest (ROI) [completed]
  • Stage 2: open Expression of Interest (EOI)
  • Stage 3: select Invitation to Supply (ITS).

The services will provide point-to-point transport for people who use a wheelchair, scooter or large (ride on) mobility aid.

The invitation for Stage 2, Expression of Interest (EOI) to supply Accessible Transport Services was published on the SA Tenders and Contracts webpage at 6pm Monday 2 June 2025.
