Why is the project needed
The Department for Infrastructure and Transport is upgrading the intersection of Grange Road, Holbrooks Road and East Avenue to relieve congestion and improve safety and connectivity for all road users at this location.
The upgrade will remove a staggered intersection and create a direct connection across Grange Road between Holbrooks Road and East Avenue. This project being delivered as part of an $850 million suite of projects designed to ensure Adelaide’s road network functions efficiently during construction of the River Torrens to Darlington (T2D) Project, and once it has been completed.
What is proposed
Construction of a new, four-way intersection at this location, will relieve congestion, improve connectivity and network capacity, improving safety for all road users, pedestrians and cyclists.
What are the key features of the project
Construction of a new, four-way intersection at this location will include:
- two dedicated right turn lanes from Grange Road onto Holbrooks Road travelling south;
- two dedicated right turn lanes from East Avenue onto Grange Road travelling west;
- two dedicated right hand turn lanes from Holbrooks Road onto Grange Road travelling east;
- a dedicated left turn lane from Grange Road onto East Avenue travelling north;
- a dedicated left turn lane from Grange Road onto Holbrooks Road travelling south;
- a dedicated left turn slip lane from East Avenue onto Grange Road travelling east;
- a dedicated left turn slip lane from Holbrooks Road onto Grange Road travelling west; and
- a Pedestrian Actuated Crossing (PAC) will be installed on Grange Road between Hallett Boulevard and Coombe Road.
Have improvements for people walking and cycling been considered in the concept design
The upgrade includes improvements to pedestrian safety by installing four new pedestrian crossings with two refuge crossing points.
Cycling safety will also be improved via the introduction of dedicated intersection entry and exit cycle lanes.
Have improvements for public transport been considered in the concept design
The upgrade will improve access for bus services around the intersection.
What are the impacts to vegetation in the concept design
Careful consideration has been given to limit the removal of vegetation as much as possible. Every effort has been made to minimise impacts and we will continue to look for opportunities to further mitigate impacts as we move through detailed design.
A landscape plan will also be developed during the detailed design phase and will be shared with community to seek your feedback.
Will noise impacts be considered
As part of the planning and design process, a noise assessment is being undertaken in accordance with the Department’s Road Traffic Noise Guidelines. Results of the assessment will be used to determine what, if any, and where noise mitigation treatments are appropriate.
Please be assured every effort is made by the Department and its construction contractors, to minimise impacts to local residents during construction as much as practically possible.
What is the project timing
Early works are continuing over the coming months, with major construction anticipated to commence in early 2025, with the intersection expected to open to traffic in late 2025, weather permitting.

New Pedestrian Actuated Crossing (PAC)
Construction of the new PAC on Grange Road is now complete with only minor verge upgrades remaining.
The new PAC will make crossing Grange Road safer and more convenient, improving community access to local shops, schools, particularly for school children accessing Allenby Gardens Primary School and bus services.
PAC benefit includes:
- improved safety for pedestrians when crossing Grange Road particularly for school children accessing Allenby Gardens Primary School
- improved local bike network linkage between Coombe Road and Hallett Boulevard and River Torrens Linear Park
- strengthen community connectivity for accessing public transport and local amenities
- includes an audible warning device to help hard of hearing people to locate and safely use the crossing
- improved accessibility for people with mobility impairments to cross Grange Road
