Feedback on the draft Penneshaw Harbour Precinct Master Plan has now closed. Thank you to all community members who attended community drop-in sessions and provided feedback throughout our consultation in September and October 2024.
Penneshaw Harbour Precinct Master Plan
A draft Master Plan , informed by initial community and stakeholder feedback and technical analysis, has been developed for the Penneshaw Harbour Precinct.
We understand it is important for the Master Plan to be right for Penneshaw, reflecting what is most important to the community and the region, whilst accommodating the diverse range of people who use the area. We are now seeking feedback on this draft Master Plan. Insights received, along with further technical assessments, will be used to finalise the Master Plan.

Cape Jervis Harbour Precinct Master Plan
A draft Master Plan, informed by initial community and stakeholder feedback and technical analysis, has been developed. Thank you to everyone who provided feedback on this draft Plan. We are now reviewing feedback and undertaking additional planning work to help finalise the Master Plan.

What is a Master Plan
A Master Plan is a dynamic short and long-term plan that identifies social, environmental, cultural and economic issues and opportunities. It then sets a clear strategic and co-ordinated framework for assessment of potential future developments within the precinct.
The Department is developing master plans for the Penneshaw harbour precinct and the Cape Jervis harbour precinct. These master plans will guide future development of the precincts and inform future funding considerations for all levels of Government.
The master planning for both harbour precincts have multiple strategic considerations:
Placemaking – ensuring the visual amenity and functionality of future developments result in optimal regional, cultural, tourism and community outcomes.
Movement – considering future transport to ensure efficient operations and a safe environment for all users, including pedestrians.
Synergy and integration – taking a balanced and sustainable approach when considering the needs and requirements of all precinct users and owners to ensure future developments suitably integrate with the environment and land uses.
