Master Planning for Harbour Precincts

The final versions of the Cape Jervis Harbour Precinct Master Plan and the Penneshaw Harbour Precinct Master Plan, which were informed by community and stakeholder feedback and technical analysis, have now been released.

We wish to thank those that provided feedback by attending the listening posts and completing our online survey over the consultation period between February and mid-April 2024.

What is a Master Plan?

A Master Plan is a dynamic short and long-term plan that identifies social, environmental, cultural and economic issues and opportunities. It then sets a clear strategic and co-ordinated framework for assessment of potential future developments within the precinct.

The Department is developing master plans for the Penneshaw harbour precinct and the Cape Jervis harbour precinct. These master plans will guide future development of the precincts and inform future funding considerations for all levels of Government.

The master planning for both harbour precincts have multiple strategic considerations:

Placemaking – ensuring the visual amenity and functionality of future developments result in optimal regional, cultural, tourism and community outcomes.

Movement – considering future transport to ensure efficient operations and a safe environment for all users, including pedestrians.

Synergy and integration – taking a balanced and sustainable approach when considering the needs and requirements of all precinct users and owners to ensure future developments suitably integrate with the environment and land uses.

Penneshaw Harbour Precinct Master Plan

Taking your feedback into consideration we have made several key improvements to the Penneshaw Harbour Precinct Master Plan including:

  • An upgraded heavy vehicle marshalling area.
  • Intersection safety and car park upgrades.
  • A redesign of the coach parking area.
  • Improved pedestrian access and a new footpath to the jetty.
  • Safety improvements to reduce potential conflicts between vehicles and pedestrians.
  • Enhancements to public spaces.

Also included is a Penneshaw ‘infinity walking loop’, providing a walking route around the Penneshaw town centre, connecting to local points of interest and minimising interaction with ferry traffic.

The main recommendations are outlined below, and more detailed information is available in the Summary Report and Investigations Report. We have also developed a Project Update summarising the community engagement during this process.

Cape Jervis Harbour Precinct Master Plan

We have reviewed your feedback and have undertaken additional planning work to finalise Option one and Option Two of the Master Plan. The Cape Jervis master plan also incorporates key recommendations from a more detailed Cape Jervis parking and traffic study.

Key elements of the Cape Jervis Master Plan include:

  • A new link road with Main South Road.
  • Improved long-term car and truck parking, including additional coach bays added to the plaza.
  • A larger boat ramp with multiple launch lanes and pontoons to accommodate recreational and commercial boaters.
  • Public realm improvements including lookouts, new cultural spaces, paths, loop trails and a comfortable pedestrian arrival plaza near the ferry terminal.
  • Cultural reflection spaces to reflect the important and active Ngarrindjeri culture and values of the Cape Jervis area.

The key differences between master plan options one and two continues to be the addition of the link road in option two, opportunities for tourism developments, and the landscape entryway.

Next Steps

We have used your insights, along with technical analysis to update and finalise the Cape Jervis and Penneshaw Harbour Precincts Master Plans.

It is important we carry out these studies to enable us to plan for future infrastructure priorities to create sustainable and productive places, and support growth. Based on your feedback we will be exploring funding options to build a new jetty in the Cape Jervis Harbour Precinct. We will also continue to investigate options to improve parking at the precinct in response to feedback.

Based on your feedback the Master Plan for the Penneshaw harbour precinct has been amended. It now includes a substantial expansion of the existing heavy vehicle marshalling area on Bay Terrace to include capacity for up to six B–Double truck spaces, increased from three, as the preferred strategy to manage future growth. In addition, we will also be exploring funding opportunities to build additional car parking in the harbour precinct.

There is currently no funding committed to deliver these Master Plans.

These Master Plans will guide future development of the precincts and inform future funding considerations for the projects within the Master Plan Precincts.
