The Commission comprises a Chair, members with widespread expertise in planning, urban design, construction, economics and public policy and an ex officio representative from the Department for Trade and Investment.
Members of the Commission share expertise across a broad range of disciplines that span the planning sector to ensure they have the knowledge and representation to make informed decisions. These areas include:
- planning, urban design or architecture
- economics, commerce or finance
- development or building construction
- social or environmental policy or science
- local government, public administration or law.
The State Planning Commission’s Chairperson, Mr Craig Holden, was appointed in November 2021 replacing Ms Helen Dyer. Prior to this appointment Mr Holden had been a Commission member since November 2018.

Craig’s career encompasses architecture, project management, construction, real estate and development.
Craig has been a recent board member of Common Ground, Renewal SA and the South Australian Housing Trust and is currently a board member of the ACH Group and the Adelaide Economic Development Agency (AEDA).
Craig is committed to ensuring that all South Australians benefit from land use planning policy that is equitable, informed and contemporary.
Ms Stephanie Johnston

Book publisher turned urban planner Stephanie Johnston runs a boutique consultancy specialising in urban and regional planning, heritage assessment and management, industry research and support services for architects, property owners, private sector developers, local and state government agencies and the not-for-profit sector.
The communications and research side of the consultancy undertakes community and stakeholder engagement, communications in print and digital media, advocacy, writing and research. Recent lead consultancy roles include the Mount Lofty Ranges World Heritage Bid, the Dinosaur Coast National Heritage Management Plan for the West Kimberley National Heritage Place, the Hunter Valley Heritage Vineyards Strategic Study, and the SA Department of Environment and Water Building Upgrade Finance Project.
Stephanie also writes a monthly column on architecture and urbanism and related social and environmental issues for InDaily/Solstice Media.
Ms Lisa Teburea

Lisa is an experienced executive leader with a strong reputation as a collaborative and constructive contributor to successful policy, legislation and reform programs.
She has a background in urban planning and public affairs with expertise in aligning plans, policies and processes to strategic objectives and driving positive culture change at an industry level.
Lisa is highly experienced in developing and positioning persuasive evidence-based policies and navigating government and parliamentary processes to positively influence outcomes and deliver public value. She has significant expertise in local government, regional development, community engagement and social policy.
Lisa holds a Bachelor of Urban and Regional Planning (with Honours) from the University of South Australia as well as a Graduate Certificate in Public Policy from Flinders University.
Mr John Stimson

John is a qualified Urban Geographer, Town Planner and Project Manager with over thirty-five years of experience. Over the past seven years he has worked on a variety of land development projects (including Springwood, Burgundy Estate, Parkvale, Heights View and Heights View East) as well as gaining approvals for residential, commercial and retail projects.
John was also contracted to the Department of Planning, Transport and Infrastructure in the role of Pilot Infrastructure Scheme Coordinator. He is currently the Independent Case Manager for the Roseworthy Township Expansion Road Deed.
John has also recently finalised his role as the Presiding Member of the Expert Panel undertaking the Implementation Review of the planning system.
Mr David O'Loughlin

David was the mayor of the City of Prospect from 2006 to 2022 and President of the Australian Local Government Association 2016-2020.
Professionally qualified as a Project Manager, David has held senior positions in the construction industry and was an Executive Manager at Built Environs and State Manager at Badge Construction. He joined the public sector from 2008 as Projects Director in Housing SA and became Director Major Projects in Renewal SA in 2012 and delivered a range of projects including the delivery of the $404 million, 1,475 dwelling, social housing component of the Nation Building Economic Stimulus Plan. He won 34 industry awards over five years in government, including the multi award-winning $48 million UNO Apartments project on Waymouth Street.
David studied Architecture at the University of Adelaide and completed a Graduate Diploma in Project Management at the University of South Australia, completed the Australian Institute of Directors course in 2000 and graduated from the Governor's Leadership Foundation in 2002.
Mr Marc Voortman

Marc Voortman is the Executive Director of Planning and Building in Planning and Land Use Services, in the Department for Housing and Urban Development. As the Director of Planning Marc leads all planning business units including the Regional Planning, Code, State Assessment and Crown and Impact Assessment Teams. Marc has extensive experience in planning within Local Government where in his most previous role he was the General Manager, Planning and Community at Mount Barker District Council, leading the Council through a period of sustained growth. Marc has significant experience in growth area management, infrastructure coordination, development assessment, strategic and community planning. He has led several strategic planning initiatives including the development of the Greater Adelaide Regional Plan, Strategic Infrastructure Plans, City and Township Plans, Community and Recreation Infrastructure Plans and led the delivery of major community infrastructure projects.
