South Australian property and planning atlas

The South Australian Property and Planning Atlas (SAPPA) is a free, map-based application which displays planning spatial layers and land ownership information.

SAPPA replaces the former Property Location Browser (PLB) and features additional layers for the new planning system.

How to use SAPPA

SAPPA has different layers that can be turned on or off, depending on what you are searching for.

Start by searching for a property address or a plan parcel or title number. If you don't know an address, you can click on the map to drop a pin for that location.

Right-click on the map to see information for that location.

Layers to explore

To see zoning for your property:

  • Type your address into the search bar to zoom to its location
  • Open Layers
  • Open Planning and Building 
  • Expand Development Plans or Planning and Design Code

For further information about the Code:

  • Right-click on the map to bring up the information panel for your property
  • In the Land Parcels panel, click the Planning Zones and Overlays button to see zones and overlays that apply
  • Also in the Land Parcels panel, click the SA Planning Portal - P&D Code link to read the PDF of policy that underpins the zones and overlays

The spatial accuracy of the zoning is relative to the spatial accuracy of the underlying cadastre and the underlying source data set.

SAPPA displays certain development applications that are lodged into the assessment process for approval.

Development Application - PDI Act

This layer displays land use applications lodged under the Planning, Development and Infrastructure Act 2016.

Development Application - Dev Act

This layer displays land use applications lodged under the Development Act 1993 where the State Commission Assessment Panel (SCAP) are the relevant authority.

Land Division Applications

This layer displays land division applications lodged state-wide under both the Development Act 1993 and Planning, Development and Infrastructure Act 2016.

Land Management Agreements (LMAs) set out rules relating to the development, management, preservation or conservation of land.

To see LMAs that are in force across the state:

  • turn on Land Management Agreements from the layer list
  • right-click on the location of an LMA in the map to see more information
  • in the Land Management Agreements panel, you can view basic details of the LMA including its dealing number
  • the Land Management Agreements panel also includes a direct link to the full agreement in SAILIS which can be accessed for a fee.

Getting help

Mouse navigation

Scrolling your mouse wheel will zoom and left click drag will pan the map

Use search to quickly find a location

Type a location such as an address, postcode or suburb into the top ‘Search Bar’

View information available at a location

Right-click anywhere on the map from a PC or press your finger down for 2 or 3 seconds on the map to view information in the ‘Info’ panel for that location

See a different base map view

Click the top right drop-down button to select a base map next to the ‘Help’ button.

See multiple layers better

Reduce a base map’s visibility - open the base map chooser in the top right hand corner of the screen and use the visibility slider to fade the map.

See land parcels better

In ‘Layers’ select yellow outline parcels to view better over imagery.

Print a map view

Click the ‘Map Report’ button located on the top toolbar or in the Tools panel Display or go to a set of coordinates Click the ‘Coordinates’ button in the ‘Tools’ panel Zoom using a mouse selected window Hold ‘Shift’ key down and select a zoom window using your mouse

Find and select features

Select features to populate information into reports:

  • ‘Find’ button on top menu bar for using textual searches
  • Graphically with your mouse using the top toolbar or ‘Tools’ panel
  • Left-click when appears over a highlighted feature or drawing and click the ‘Select’ button.

Control selections – land parcels, survey marks, place names and applications

With the top toolbar or in the ‘Tools’ panel you can:

  • Set whether to create a new selection each time, or modify the existing one
  • Set which features to select or open a ‘Report’ for a previous selection.
  • Choose which tool to graphically select with
  • Clear your current selection.

SAPPA is not working

If you are experiencing any issues try refreshing your page by using Ctrl + F5 on your keyboard.

Unable to print

This could be related to pop-up blockers enabled on your web browser which are used to prevent advertisements appearing on websites.

  • you may find that some web browsers have automatically enabled this feature
  • you will need to add the SAPPA web browser address to your trusted website list in your browser
  • a warning message will then be displayed instructing you to enable pop-up for SAPPA
  • you can configure your browser to allow a specific website to be exempted from being blocked.

The Planning and Design Code datasets are updated fortnightly and can be downloaded from Data.SA:

Information about a property or land ownership can be purchased as primary land administration data from SAILIS.

Land Services SA sell a range of products from the Department of Water and Environment (DEW) data, mapping or customised mapping, aerial imagery and aerial photography library.

We are progressively improving spatial delineation of land parcels on the SAPPA.

Shift vectors are now available to help align administrative layers to the state's spatially improved Digital Cadastre Data Base (DCDB).

The shift vector information provides access to:

  • shift vector data
  • information on the use of shift vectors
  • a proposed schedule for the spatial improvement process and subsequent delivery of shift vectors.
