MBS 002 - Maintaining the performance of essential safety provisions

This Ministerial Building Standard (MBS 002) includes maintenance requirements for installed essential safety provisions (ESPs).

It sets out required performance standards for the maintenance and testing of installed ESPs as well as requirements for issuing:

• Form 1 - Schedule of ESPs installed or to be installed
• Form 2 - ESP compliance certificate
• Form 3 - ESP maintenance certificate

MBS 002 applies to any essential safety provision (ESP) installed or required to be installed in buildings under:

• the Building Code
• another Ministerial Building Standard
• any relevant regulation under the Planning, Development and Infrastructure Act 2016
• any former regulation under the Building Act 1971 or the Development Act 1993

Ministerial Building Standards form part of the Building Rules which are used to assess a development application for building consent. All standards must be read in conjunction with the requirements of the Planning, Development and Infrastructure (General) Regulations 2017.
