AGFMA and its Role

Each year, more than 200,000 individual work orders for maintenance and building works, covering 5,000 sites and more than 30 government agencies, are completed across the state to keep our public buildings safe and properly maintained.

The administration and coordination of these works under AGFMA is currently split approximately 50/50 between the Department for Infrastructure and Transport’s internal Facilities Services team, and Spotless. The Department for Infrastructure and Transport as the central lead Agency, oversees the AGFMA and provides policy and contract management functions, ensuring our schools, hospitals, prisons, police stations and most other government buildings remain fit for purpose.

In June 2020, Cabinet approved for the Department for Infrastructure and Transport to commence a competitive tender process for a fully outsourced model under the Future AGMFA commencing late 2021.The decision to progress to the Future AGFMA was informed by the South Australian Government following a review of the AGFMA to address matters raised by, the OmbudsmanSafeWork SA and the South Australian Productivity Commission .

On 7 July 2021, the State Government announced that the State had entered into a contract with Ventia Australia Pty Ltd (Ventia) for the delivery of a new, modern, best-of-breed model for facilities management under the Future AGFMA, commencing from 1 December 2021.

Whilst the AGFMA has served South Australia well, the implementation of a new operating model is expected to improve the safety, efficiency and effectiveness of the maintenance of government assets.

Future AGFMA - What is Changing?

Under the Future AGFMA model, Ventia will manage facilities management service delivery and perform an administration and works coordination role for all Participating Government Agencies for all facilities state-wide. Ventia will bring their experience and modern, best-practice systems and processes to assure safety, improve asset reliability and optimise their through-life performance.

Ventia is an industry leading facilities management service provider and one of the largest service providers operating in Australia and New Zealand. Ventia brings 30 years of experience specialising in the long-term operation, maintenance, and management of critical public and private assets and infrastructure. The company currently provides services throughout regional and metropolitan South Australia and have committed to a strong regional presence.

The new service Contract, and the associated changes in the transitioning to the Future AGFMA will deliver a number of improvements over the existing AGFMA including:

  • an overarching focus on safety, compliance, effective governance and assurance within the arrangement;
  • an arrangement aligned to the State Government’s policy objectives;
  • high quality service delivery to ensure efficient and effective facilities management for all Participating Agencies;
  • holistic asset lifecycle management to maximise the useable life of assets in the portfolio;
  • a flexible customer centric design, which also supports continuous improvement principles; and
  • fit-for-purpose technology systems to support administration of the arrangement.

Scope of Services

Breakdown maintenance, preventative maintenance, asset replacement and refurbishment, planned small construction projects and Handyperson services will continue to be delivered under the Future AGMFA. Importantly, the fulfilment of maintenance work orders will continue to be performed by South Australian private sector contractors, including the same contractors that deliver trade services across the State today.

Under the new model, Soft Facilities Management services including cleaning, waste management, hygiene, security patrols, aspects of pest control and garden maintenance that are included in the current contract will not be delivered via the Future AGFMA when the new arrangements commence on 1 December 2021. Contractors who currently perform these works on behalf of an Agency will be able to continue to do so with contracts managed through an alternate contract arrangement.

The Future AGFMA will not cause a change to services in the APY lands. All services as they exist today will be provided by the same provider within that region, with work orders managed by the new FMSP Ventia commencement 1 December 2021.


Current business as usual arrangements with government Facilities Services staff and Spotless will continue until commencement of new arrangements on 1 December 2021.

Leading up to 1 December 2021, Ventia and the Future AGFMA Team will work with existing Contractors and Participating Agencies to support them through the transition process.

Information Sessions with Ventia and the Future AGFMA Team held across regional and metro South Australia during August – September 2021 provided local contractors and Site Representatives an opportunity to meet the Ventia team and hear about the expected changes and next steps to ensure a smooth transition to the Future AGFMA service commencement date of 1 December 2021.

The Future AGFMA team remains committed to a process of transparent communication and consultation throughout the transition to service commencement by Ventia from 1 December 2021.
