Rosewater Loop Project
Fast facts

Status
Works underway.

Location
Outer Harbor Greenway on Russell Street to the existing path near McNicol Terrace, Rosewater.

Funding
$1.5 million.
About the project
The South Australian Government has committed $1.5 million to converting the disused railway line through Rosewater and Ottoway into a green open space for the community. It will better connect the suburbs of Rosewater, Ottoway and Gillman with the Outer Harbor Greenway and Port Adelaide centre and create a vibrant outdoor area for the community to enjoy.
The project will include an unsealed path, landscaping, lighting, a picnic area, and a community mural.
What's happening
We’re in the delivery stage of the project.
With support from the SRG and the local community, we have successfully held a clean-up and planting day. In June, over 1,200 native species were planted by volunteers and the Department for Infrastructure and Transport; carefully timed to align with seasonal conditions to give the plants the best chance to establish and thrive.
The wider community play an important role in maintaining the Loop by reporting illegal dumping, so we can ensure the area remains safe and clean.
What is coming
Contractors will start works in the coming months. Planting will be scheduled to align with optimal seasons for their best opportunity to thrive.
This will include installing additional water points, lighting, an unsealed path, sealed connections, local native landscaping, a picnic area, and a community mural.
The project will include upgrades to the existing sealed connection at Eastbourne Terrace, and two new connections spanning Kelmscott Street to Leader Street, and Henry Street to Neptune Terrace.
Lighting upgrades to existing infrastructure have been planned at all three connections with the addition of one new light pole on Kelmscott Street to improve safety.
A picnic area has been planned for the area near Campbell Street, featuring a table and hydroseeding to enhance the landscape. We are working with local schools to design a community mural to brighten the area and create a welcoming environment for families to play outdoors.
Community engagement
In 2025, we established the Rosewater Loop Stakeholder Reference Group (SRG) which is comprised of residents and relevant groups. The SRG, whose role is to advocate and work with us on behalf of the local community, met again for the fourth time in August 2025. Their contributions and feedback have helped to guide the project to best reflect the communities’ wishes for this space.
The community told us their top priorities were:
- accessible water points
- a walking and cycling path
- lighting.
The SRG and the public community group, Greening Rosewater Loop, were given the opportunity to provide their feedback on the themes for the community mural. The themes will be provided to the artist who will then workshop a design with the local school’s involvement.
