About the program improvement and renewal works

To make sure our road network remains fit for purpose, we oversee the delivery of:

  • a range of minor and major improvement works
  • annual maintenance renewal works across the network.

This includes:

  • road pavement, rehabilitation or resurfacing works
  • minor improvement projects, such as intersection upgrades, kerbing, drainage, Black Spot Program projects and shoulder sealing works
  • major improvement projects
  • outback unsealed roads maintenance.

What's happening

Scope of works may include:

  • routine, specific and cyclical road maintenance
  • emergency response
  • mechanical, electrical and intelligent transport systems
  • minor capital improvement and annual renewal works programs.

The providers must comply with the Southern Australian Industry Participation Policy. This includes providing opportunities for local service providers and suppliers.

Service providers

Following an extensive procurement process and consultation with industry, road maintenance contracts were awarded to a number of providers. The initial term of contract is 7 years from the contract's start date. There is provision to extend for up to a further 6 years (+3 +3 years).

On 2 March 2026, Downer EDI Works Limited (Downer) took full operational control of the Regional South (Zone 2) road maintenance contract. Downer will ensure the continuity of road maintenance services for Zone 2 for the remainder of the contract term, which expires in November 2027. This change follows a transition period between the Department, Fulton Hogan and Downer.
