Tickera Township boundary change proposal
The South Australian Local Government Boundaries Commission (the Commission) has received a publicly initiated proposal to move the council boundary between the Copper Coast Council and the Barunga West Council in the area of Tickera. The Commission is undertaking an inquiry into the proposal in accordance with section 30 of the Local Government Act 1999 and is seeking community feedback from people that may be affected by a potential boundary change.
What's happening?
The proposal seeks to relocate the boundary between Copper Coast Council and Barunga West Council, affecting several parcels of land located north of Black Rock Road and Kinnear Road and south of the township of Tickera. The proposal would result in the affected land being within the Barunga West Council area, not the Copper Coast Council area.
Currently the residential township area of Tickera is in the Barunga West Council area and the southern part of the township of Tickera (which consists of rural and coastal living land) is in the Copper Coast Council area.
Community Consultation
The Commission has now completed its community consultation on this proposal. A summary on the feedback from the community and the affected councils is contained in “What we Heard” Tickera_Township_Proposal_-_What_We_Heard.pdf (dit.sa.gov.au).
There were four key themes in the feedback provided, including:
Community of Interest - Tickera residents predominantly use the services provided by the Copper Coast Council in Wallaroo and Kadina.
Land Use Planning - Concerns that the proposed boundary change could lead to land use rezoning and then land division and development within the affected area, which some respondents do not support or have concerns about
Boundary History - The boundary between the Barunga West and Copper Coast Councils has been in place for over 100 years through various Council amalgamations, and the real need for the proposed boundary change now is questioned.
Road Maintenance - Questions were raised that if the proposal proceeded, it was unclear which council would be responsible for managing Black Rock Road and the Wallaroo/Tickera Road. This would need to be confirmed and agreed by the relevant Council.
What happens next?
The Commission is now finalising the inquiry report for this proposal and will provide a recommendation to the Minister of Local Government in due course.
Conducting an inquiry does not guarantee a council boundary change will be made.
The purpose of the inquiry is to allow the Commission to fully understand the relevant issues and views of the affected communities and Councils, in order to make an informed recommendation to the Minister for Local Government about whether the proposal should proceed or not.
The Minister for Local Government will make the final decision.
