Town of Gawler

In December 2019, the Town of Gawler made a proposal to the Commission to shift council boundaries to include areas within the Light Regional Council, The Barossa Council and the City of Playford.

In October 2021, the Commission determined that an inquiry into the proposal may proceed.

Following an open tender and thorough evaluation process, BDO Services Pty Ltd has been appointed as Investigator to the Inquiry and began work in early 2024. The Investigator will provide a report to the Commission to enable it to make recommendations to the Minister for Local Government on whether the council boundary changes should proceed as the Town of Gawler has proposed.

This work includes the development and delivery of an Engagement Plan that will ensure that local communities, affected councils, landowners and all parties with an interest in the future of this growing area can be well-informed as the Inquiry proceeds, and make their views known on any potential change.

22 August 2025 – In accordance with section 31(5) of the Local Government Act 1999 (the Act), the Boundaries Commission has published its Town of Gawler Boundary Change Inquiry Report on this website. See below for the Boundaries Commission Inquiry Report and Appendix 1 to the Commission’s Inquiry Report - the Investigator’s Report.

Also as required by section 31(5) of the Act, the Boundaries Commission has provided a copy of the Inquiry Report to the Minister for Local Government. The Minister will consider the Commission’s Inquiry Report and make the final decision whether the boundary proposal proceeds or does not proceed.

18 September 2025 - In correspondence to the Commission, under s31(8) of the Local Government Act 1999, the Minister for Local Government requested that the Commission amend its Report and recommendations. The Minister's letter to the Commission may be found below in the Boundaries Commission Inquiry Report section.

16 October 2025 - After considering the Commission’s Inquiry Report, the Minister for Local Government requested the Commission amend its recommendations for the affected areas of Concordia Growth Area (Area 1), Hewett (Area 2) and the part of Kalbeeba north of Calton Road (Area 3A North).

The Commission carefully considered the Minister’s request and, at its meeting on 30 September 2025, determined to amend its Inquiry Report and recommendations to align with the Minister’s request. A Supplementary Information and Amended Recommendations section has been added to the original Inquiry Report.

Please note that the original Inquiry Report dated 22 August 2025 has been replaced by the Amended Inquiry Report dated 30 September 2025.

18 December 2025 - The Minister for Local Government determined that the Proposal proceed.

22 January 2026 - In correspondence to the Commission, the Minister for Local Government advised that the proclamation for the boundary alteration was made and is effective from 1 July 2026.
