About the Marine Facilities Fund
South Australian Boating Facilities Strategic Plan
In 2017, the Minister released the South Australian Boating Facilities Strategic Plan (PDF, 7.5 MB). The plan sets out strategies to use the levy funding effectively. It also guides strategic investment in boating infrastructure.
Before the plan's release, a background report (PDF, 2.0 MB) was published. The report outlines the outcomes from consultation with key stakeholders. This helped inform the final strategic plan.
Marine Facilities Fund
Section 90A of the Harbors and Navigation Act 1993 provides for a Marine Facilities Fund. It consists of:
- levies payable on the registration of a vessel that is required to be registered under the Act
- income from investment of money belonging to the Facilities Fund.
Under Section 90AA of the Act, the facilities levy provides a source of revenue to build, maintain and improve boating facilities in South Australia. These facilities include boat ramps, marine radio and navigation aids.
The balance of the Marine Facilities Fund is published each financial year in the Treasurer's Financial Statements: Appendix, Statement G.
Boat launching facilities guidelines
Well-designed, constructed and maintained boat launching facilities allow boaters to safely access waterways for a range of activities.
Various changes in boating activities have emerged in recent decades within South Australia. Design standards and guidance have also evolved over time and new materials and products are now available for the design and construction of boat launching facilities.
New Guidelines for Planning, Design and Construction of Boat Launching Facilities are now available. This new document brings together best practice guidance and past learnings to assist Councils and other Proponents to plan, design, construct and maintain boat launching facilities with a South Australia focus.
