Changes to allow PV solar panels to be installed within 3 metres of an edge without rails.

Removed the requirement for penetrative fixings to secure to structure below the roof sheet. The available proprietary systems are now suitable for direct fixing to sheet only, and it had been found fixing points do not align to building structure in most instances.

Clarified the requirement that all external stairs and ladders must comply with AS 1657 'Fixed platforms, walkways, stairways and ladders - design, construction and installation.'
