If you hold a P1 provisional licence and you're under 25 years old, you cannot have more than one passenger aged 16 to 20 years old in your car, unless they're immediate family members.

grandparents
brothers
sisters
stepbrothers
stepsisters
stepparents
step-grandparents
spouse
domestic partner
children
people related to you according to Aboriginal or Torres Strait Islander kinship rules.
