Passenger Transport Act
The Passenger Transport Act 1994 (the Act) regulates point-to-point services in South Australia.
Our work focuses on improving the point-to-point industry. It will help ensure South Australians can expect a safe, clean and reliable ride with any transport provider.
Review
We have reviewed the Act. As part of the review, we consulted key industry and private consumer stakeholders through:
- YourSAy survey
- one-on-one industry meetings
- written submissions.
What we heard
Safety improvements are needed to deliver better customer and community outcomes
Better safety outcomes, for drivers and the community, was a key theme we heard through the consultation.
Customers want better access to point-to-point services in our regions
The current metropolitan boundary restricts where point-to-point services can operate. This limits passenger transport options for customers outside the Adelaide metropolitan area.
Access Taxi services are not meeting customer needs
The review found overwhelming evidence of customers that rely on Access Taxi services continuing to receive poor service. It includes taxis running very late or not arriving at all. This left vulnerable people stranded.
Current challenges for the taxi industry
We heard from all taxi stakeholders about the devastating impact of changes to the industry since rideshare was introduced. This is in part due to the regulatory differences between taxis and rideshare. For example, camera requirements for taxis only, specialised equipment and regulated fares.
Rideshare also operates in an uncapped market. This further limits the taxi industry’s ability to compete.
Review recommendations
In 2024, we released outcomes of the review in the Passenger Transport Act Review (PDF, 7.2 MB) report. It makes 29 recommendations to introduce regulation changes that will improve the sector.
The recommendations aim to:
- improve the safety of drivers, passengers and other road users
- support better services and better protect consumers
- address the unacceptable and appalling behaviours experienced by drivers and passengers.
Changes we are making
The South Australian Parliament passed the Passenger Transport (Point to Point Transport Services) Amendment Bill 2025. It enables us to progress key review recommendations.
We are introducing changes to the Act in stages. This will:
- ensure a smooth implementation of the review recommendations
- enable us to make changes to the Passenger Transport Regulations 2024.
What we have delivered so far
- Started a market sounding process. This will help us to identify alternative delivery models for accessible transport services.
- Removed service delivery barriers in regional South Australia. This has enabled rideshare vehicles to operate statewide.
- Removed restrictions on metropolitan taxi accreditations. This has enabled metropolitan taxis to operate statewide.
- Introduced arrangements to begin transitioning existing taxi licences to annual taxi licences and issuing payments to cancel existing metropolitan taxi licences.
- Introduced annual taxi licences for metropolitan taxi operators.
What we are working on
- Industry engagement to progress other review recommendations and associated regulation changes.

Other key initiatives
- Point-to-point levy
The levy for point-to-point journeys that start in metropolitan Adelaide has increased. On 1 July 2025, the levy increased from $1 to $2.
- Vehicle age limit extended
Vehicle age limits have been extended for metropolitan taxis, rideshare and small passenger chauffeur vehicles.
